State Assembly ~ Meeting Conduct
The coordinator/moderator will moderate and preside over the entire meeting and provide general info and announcements. The floor will then be given over to those who are responsible for the items as the agenda dictates; some of these items are informational and not debatable. We expect anyone wishing to speak to understand the following elements; The Main Motion, Amending the Motion and Amending the Amendment.
Any member wishing to speak must raise their hand with the Emoji icon or say “May I” to be recognized by the Coordinator/Moderator before continuing to speak. When recognized, the member is obliged to speak only on what is directly applicable to the matter he was recognized for and be as concise as possible, to be in good order and with unemotional objectivity, rational persuasion, professionalism and polite respect for all. Try to keep it to two to three minutes. When they have finished speaking they shall say “I yield” and the Coordinator/Moderator may then recognize the next party to speak or close the floor to any further comments at that time, but may open the floor to further comments at the Coordinator/Moderator’s discretion at any other times as may be deemed appropriate by the same. The Coordinator/ Moderator has no obligation to recognize anyone, unless calling for official orderly input. At those times, everyone who wants to speak will be given a chance. Everyone will be heard.
